Thanks to some help from the #ipxe channel on freenode I think the 
problem is my pxelinux.0 file doesn't have support for uefi booting. 
After further research and discussion I'm going to explore a chain 
loading approach and just use ipxe for menus and booting kernels and 
drop syslinux.
