[ipxe-devel] IRC channel migration

Along with most of the rest of the world, the #ipxe IRC channel has 
migrated from Freenode to Libera.Chat.  I'll maintain a presence in both 
for the next few weeks, but would encourage people to gradually migrate 
across whenever convenient.

There is also now a Matrix room #ipxe:matrix.org which provides an 
arguably prettier user interface: see

   https://app.element.io/#/room/#ipxe:matrix.org

The Matrix room is bridged to the Libera.Chat IRC channel: all messages 
sent from either side will appear in both, so you can use whichever user 
interface you prefer.
