Update
dism /mount-image /imagefile"PATH\TO\BOOT.WIM" is incorrect it should
be:
dism /mount-image /index:1 /imagefile:"PATH\TO\BOOT.WIM"
/mountdir:"PATH\TO\mntpnt"
