Also worth mentioning that you are using a old version of iPXE, please try
latest master instead (here is what you are running in that image:
http://git.ipxe.org/ipxe.git/2afd6 )
use the iPXE shell and run dhcp manually and see if that works (give it 2
tries)
If this solves the issue check that STP is disabled on the switch port, or
make sure that it is set to fast STP.
If this does not work then it is the BIOS/firmware/ROM that is the issue on
this machine - Contact HP and ask them to provide a firmware that is not
broken.
