Hi,
It is not unlikely that your nic get's in some state that iPXE does not
properly reset
try building ipxe with maybe DEBUG=intel
if ifstat shows TXE that means there is errors during transmit, try to
figure out what is causing that.
Also double check the link, that is on the switch or similar that the link
has the same speed and duplex in both your first and second boot.
