Great!  That almost certainly means that GRUB is the culprit.

The i219 bug relates to a broken reset mechanism.  If GRUB loads a 
driver for the i219 NIC then there is a good chance it will be leaving 
it in a broken state, which will prevent iPXE from being able to use it.
