No, but I can say it in other words:

The network packet capture show indeed that "DHCP" is not completly succesfull.
It doesn't help to repeat "iPXE does not understand Kea".

There is clear proof that iPXE does get some part the Kea answer.
Dive into the source code and explore what is going on inside iPXE.

Don't wait for me to fix it. Surely stop waiting, find a way, use your resources.
That includes reproducing the problem outside your VMware test environment.
