This is usually a problem with the reset code of the driver in question.
You shouldn't by any chance be using a realtek on that hardware? Had a
similar report on IRC today and something on the forum some days ago:

Follow the debug instructions mcb30 gave on the forum and see what it
says about the PHY status and the other info.
