Looks sensible to me.  The only part concerning me is:

   /* TODO: actually meansure min entropy per sample */
   return 1.3;

Could you try running the entropy_sample self-tests (e.g. "make 
bin-x86_64-efi/entropy_sample.efi") on a variety of platforms, and send 
me the captured output?
