Not yet.  The documentation will appear at http://ipxe.org/cmd/console 
when its written.  For now, you can get a feel of the feature by 
enabling CONSOLE_CMD and IMAGE_PNM in config/general.h, and 
CONSOLE_VESAFB in config/console.h.  Try the command

   console -p http://www.fensystems.co.uk/~mcb30/ipxe.pgm
