I haven't tried it, but you might be able to use wimboot
(http://ipxe.org/wimboot) to boot a VHD that was downloaded by iPXE.

If WIndows needs only read access to the VHD file (i.e. treats it as a RAM
disk) then it should work, provided that you use a recent enough version of
bootmgr.
