You're asking for knowledge which is long-ago paged-out, but glancing 
through the code for building proxyDHCP replies, one finds this comment:

  /* Provide the bootfile here, for gPXE, and in case we have no menu
     items and set discovery_control = 8 */

Followed by code to set the bootfile name. That implies at least that 
it's expected that a filename in a proxyDHCP reply will be used, though 
not that it takes precedence over the "real" DHCP server.
