Yes and just as a side note this would probably not work over https, since the debian installer initrd doesn’t have the ca-certificates to verify the trust of https connections (if I recall correctly).
So actually adding it as an extra file or cpio initrd sounds like a workaround for that.

It must be the complete URL, for example "preseed/url=http://10.10.10.1/preseed.cfg".
