Following on from the IRC debugging session, where we found that we 
could work around the problem by disabling the check for INTEL_IRQ_TXDW 
and always unconditionally polling the TX ring:

Could you try the attached patch against a clean current iPXE tree? 
This will cause iPXE to check for "TX queue empty" alongside "TX 
descriptor written back".  In theory this should be redundant; in 
practice it might work around what currently seems to be an emulation 
bug in the VM.
