Thanks for providing the packet trace.  You need to follow the advice on 
http://ipxe.org/0f0a6039 that says

  "Try the latest version of iPXE.  Your problem may have already been fixed."

From the packet trace that you sent, I'm pretty sure that you're seeing a 
problem that was fixed within the past week:

  http://git.ipxe.org/ipxe.git/commitdiff/3f442d3

Try the latest version, and see if the problem goes away.  If it doesn't, 
could you capture a new packet trace with the up-to-date code?
